David Kirkpatrick
David is an aviation planning and project management professional with 19 years of experience supporting general aviation airports through strategic consulting, regulatory compliance, and infrastructure development. His work is grounded in a comprehensive understanding of airport operations, gained through prior roles as an airport manager, assistant public works director, and state aviation planner.
Before transitioning into planning and consulting, David served as a military pilot, where he developed a strong foundation in aviation operations, safety protocols, and mission-critical decision-making. This experience informs his practical, operations-focused approach to airport planning and infrastructure development. Earlier in his career, he worked in the construction industry, providing him with a working knowledge of project delivery, field coordination, and constructability considerations that continue to inform his planning and design coordination efforts.
David’s technical expertise includes feasibility studies, FAA and TxDOT grant management, NPIAS and TASP coordination, and compliance with federal procurement requirements, including 2 CFR §§ 200.317–200.326. He has led and supported projects that require alignment between regulatory frameworks, funding constraints, and operational needs, ensuring that planning efforts translate into implementable and defensible outcomes.
He is known for delivering clear, actionable planning solutions that balance regulatory compliance, stakeholder priorities, and long-term airport sustainability for both public and private aviation clients.

Before transitioning into operational and analytical project management, Mohamad served as an Army sniper, where he built a strong foundation in mission planning. This experience sharpened his ability to adapt to dynamic operational environments and make decisive adjustments under tight timelines and constraints.
Mohamad’s technical expertise in strategic planning and manpower analysis included coordinating the movement of personnel and equipment across Europe. He led multiple lean initiatives to streamline processes and reduce waste across government operations. He also demonstrated a strong ability to manage complex projects with competing requirements, ensuring proper resource allocation to deliver results within established timelines.
